Antique Spoon Necklace or Belt Silver Plate ???

Spoon / Server / Artist made necklace or belt. Purchased at Fairhope Arts and Crafts Festival, Fairhope, AL over 20 years ago. I have used it as a belt (when I was thinner) and now as a necklace. I have had hundreds of compliments of it. I don’t remember if it is sterling or silverplate. I paid 5 for it and it has been well worth the price. There are no marking that I can find to tell if it is sterling or silverplate.  Links can be taken out. Measurement in last photo.
